School Medi-Cal Administrative Activities
California established its School Medi-Cal Administrative Activities Program (SMAA) in 1994. The program is operated through the California Department of Health Care Services (DHCS). SMAA claims are reimbursement for the administrative activities including: Medi-Cal insurance outreach and enrollment, referral to Medi-Cal services, program planning and collaboration of health and Medi-Cal services for the District and certain administrative activities that improve and support Medi-Cal services to children. Reimbursements are returned to the District as General Fund monies.
In order to claim this reimbursement, the District is required to implement a quarterly time survey methodology completed by District employees designated as SMAA participants. In 2010, LAUSD was approved to conduct a methodology for the SMAA program called Random Moment Time Survey (RMTS). The LAUSD was the first school district in California approved by the federal Centers for Medicare and Medicaid (CMS) to conduct the SMAA program using RMTS. - How do time survey participants learn how to complete a random moment?

Time survey participants complete an online orientation in the CalMAA system by logging in via an email link: https://calmaa.hfa3.org/signin
- Do I need to complete training every year? If so, why?

Yes. There are two annual trainings required for all SMAA/RMTS participants. The following two trainings are federally mandated in order for LAUSD to qualify for federal reimbursement:
- The Annual School Medi-Cal Administrative Activities (SMAA) Program Training.
- The Federal False Claim Act Training.
Both trainings are in the LAUSD Learning Zone. Participants are pre-enrolled in the trainings and receive annual notifications with links to the Learning Zone for each training.
- What is RMTS?

RMTS is a method for sampling employee work time for the SMAA program called random Moment Time Survey. It is a statistical sampling methodology based on ONE minute of work time. Moments of work time are randomly selected and randomly assigned to a select group of LAUSD employees. If an employee receives a random moment, he/she describes what they are doing at the time of moment by answering three simple who-what-why questions using a web-based system called CalMAA.
- How do I access my moment to complete the time survey?

Use the link found in the email message from CalMAA notifying you of your moment.
If you have lost the email with the link, do the following:
• Go to: https://calmaa.hfa3.org/signin
• Enter your lausd.net email address
• Click on “LOGIN.” A screen will appear with a message that a link
will be sent to your LAUSD email
• Open the email from CalMAA. Click on the link and complete your
answers to who-what-why.
• Certify your response. Submit your response. - Can I complete my survey at home?

Yes. Because the RMTS is web-based, participants can complete their survey moments from any location. All access must be through links provided by the CalMAA system. See prior question for steps to access the moment.

- Who participates in SMAA/RMTS?

Currently there are over 4200 staff that participate in the SMAA/RMTS program. The District identifies specific personnel who are eligible to participate. Participants include school and program administrators, secondary counselors, translators, transportation personnel, selected office staff, audiologists, nurses, psychologists, psychiatric social workers, speech therapists, occupational therapists and others.
