September 30, 2024 Change Order Audit of Pinner Construction Co., Inc.
CA 24-1435 Audit of Change Order No. T-596 awarded to Pinner Construction Co., Inc. under Design-Build Contract No. 4400007495 for the comprehensive modernization project at Grant High School. Change Order No. T-596 in the amount of $1,126,442 was executed for Pinner to provide labor, materials, equipment, and supervision to remove the existing roof of the gym and install a new Polyvinyl-Chloride (PVC) roofing.
We determined that the change order amount was adequately supported, fair, and reasonable in all material respects. The change order was executed in accordance with the District's change order procedures and the scope of work was completed.

September 5, 2024 Audit of Kemp Bros Construction, Inc.
CA 23-1431 Audit of Kemp Bros. Construction, Inc. for the design and construction of the Grover Cleveland Charter High School Comprehensive Modernization Project.
Our audit found that the contractor completed most of the project as required. We recommended the District withhold $58,516 for overbilled bond costs and $1,074 for unallowable markups to allowance disbursements.

August 29, 2024 Audit of Sinanian Development, Inc.
CA 24-1433 Audit of Sinanian Development, Inc. for the Sherman Oaks Center for Enriched Studies Comprehensive Modernization Project.
Our audit found that the contractor completed the scope of work. Based on our findings, we recommended that the District seek refunds totaling $32,126 for the change order amount and allowance disbursements we questioned.

August 23, 2024 Audit of Turtle ALA, LLC
CA 24-1434 Audit of Turtle ALA, LLC under Contract No. 44000082341 for the procurement of electrical supplies for various District Maintenance & Operations areas.
Our audit identified $204,573 in overbillings, $34,098 in missed early payment discounts, and a missing volume rebate of $4,522.

Whistleblower Complaint Form
A Complaint must be filed within 12 months of the alleged act or threat of retaliation or similar acts. -
Whistleblower Protection Policy
The LAUSD Board of Education passed the LAUSD Whistleblower Protection Policy on February 12th, 2002. The Whistleblower Policy protects District employees who make allegations of improper governmental activity from retaliation or reprisal from the District.

Handbook for Contractors
The OIG created a Handbook for Contractors to assist LAUSD contractors in understanding applicable requirements for audits conducted by the OIG’s Contract Audit Unit and to help ease the contract audit process. The information and examples in the booklet are intended solely to provide better insight into the audit process and should not be construed as uniform mandatory guidelines. This booklet also should not be considered a substitute for the applicable rules, regulations and contractual terms, since not all requirements are contained herein. Each contractor must tailor its responses to its individual situation.

Fraud Warning Notice
The OIG developed a Fraud Warning Notice to be included in District contracts and agreements. The Fraud Warning alerts those doing business with the District about the OIG’s authority and responsibility to audit and investigate persons, companies and organizations affiliated with the District.
The notice includes examples of offenses and their corresponding maximum sentences as well as potential fines. Criminal acts will be pursued to the greatest extent of the law.

OIG Trifold Brochure
To help promote referral of fraud, waste, abuse, and misconduct issues, the OIG has created a trifold brochure that has been installed in different locations throughout the LAUSD Headquarters Beaudry Building. We also distribute this brochure to offices throughout the District.
