The District and UTLA Collective Bargaining Agreement (2023) provides for the payment of stipends and differentials to qualified employees who are appropriately assigned to District-approved Master Plan programs. This bulletin provides general qualifications, service requirements and rates for eligible teachers.

This Memorandum provides information and instructions regarding payments for employees who may be eligible for a Fall 2025 Master Plan Program differential or stipend. Master Plan Program data entered on the electronic form regarding employee assignments in a District-approved Dual Language Two-Way Immersion Program (TWI), Dual Language/World Language One-Way Immersion Program (OWI), or Secondary Newcomer Program must be accurate, documented by appropriate staff, and certified by the Administrator.
