Los Angeles Unified Targeted by Ransomware Attack

Los Angeles Unified detected unusual activity in its Information Technology systems over the weekend, which after initial review, can be confirmed as an external cyber attack on our Information Technology assets. Since the identification of the incident, which is likely criminal in nature, we continue to assess the situation with law enforcement agencies. While the investigation continues, Los Angeles Unified has swiftly implemented a response protocol to mitigate Districtwide disruptions, including access to email, computer systems and applications. This communication is being published after extensive, required vetting and approval by a number of entities and agencies.

Despite this significant disruption to our system’s infrastructure, schools will open on Tuesday, September 6 as scheduled. We are working collaboratively with our partners to address any and all impacted services. While we do not expect major technical issues that will prevent Los Angeles Unified from providing instruction and transportation, food or Beyond the Bell services, business operations may be delayed or modified. Based on a preliminary analysis of critical business systems, employee healthcare and payroll are not impacted, nor has the cyber incident impacted safety and emergency mechanisms in place at schools.

Los Angeles Unified is committed to delivering high-quality instructional programming, and we are benefiting from an immediate and comprehensive response from the federal government. After the District contacted officials over the holiday weekend, the White House brought together the Department of Education, the Federal Bureau of Investigation (FBI) and the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA) to provide rapid, incident response support to Los Angeles Unified, building on the immediate support by local law enforcement agencies. At the District’s request, agencies marshaled significant resources to assess, protect and advise Los Angeles Unified's response, as well as future planned mitigation protocols.

Furthermore, Los Angeles Unified is immediately establishing a plan of action, informed by top public and private sector technology and cyber security professionals, to determine additional protections for the District, and to provide an independent opinion on system-wide protective measures. We will continue to benefit from the declared assistance of federal and state law enforcement entities to assist with investigative procedures and technical deployment and solutions. Presently, federal investigative and technical experts are working on-site, collaboratively, with the Information Technology Division.

Los Angeles Unified has initiated immediate adjustments to ensure this District is able to deliver what our Board, community, teachers, students and parents have come to expect, an excellent educational experience for all. In response, the following actions have been taken, will be taken immediately or will be implemented as soon as feasible.

Independent Information Technology Task Force: Charged with developing a set of recommendations within 90 days, including monthly status updates

Additional Human Resources: Deployment of Information Technology personnel at all sites to assist with technical issues that may arise in the coming days

Technology Investments: Full scale reorganization of departments and systems to build coherence and bolster District data safeguards

Advisory Council: Charged with providing ongoing advisement on best practices and systems, including emerging technological management protocols

Technology Advisor: Directed to focus on security procedures and practices, as well as to conduct an overall data center operations review that includes an assessment of existing technology, critical processes, and current infrastructure

Budget Appropriation: Directed appropriation of any necessary funding to support Information Technology Division infrastructure enhancement

Employee Training: Develop and implement mandatory cybersecurity responsibility training

Forensic Review: Expand ongoing assistance from federal and state law enforcement entities to include a forensic review of systems

Expert Team: Creation and deployment of an expert team to assess needs and support the implementation of immediate solutions

Additional communication will be provided as it becomes available based on ongoing assessments, informed, vetted and approved by legal and law enforcement agencies.

Adaptive attendance collection

Ongoing phone communication with parents and the workforce, and Districtwide hotline support

As a child growing up in Portugal, Alberto Carvalho and his family lived in poverty.

While his parents worked hard to provide the best life they could for their children, they struggled to make ends meet.

In the latest episode of “LA Stories,” Carvalho explains to host Giselle Fernandez how he started working at age 15 and eventually earned enough money to come to the U.S. alone at age 17 in search of a better life. He found himself homeless, working odd jobs until he saved up enough money to graduate college.

Los Angeles Unified Makes a Recommendation to Align with the State of California on COVID-19 Vaccinations for Students 12 and Older

Los Angeles, CA (April 28, 2022) – Los Angeles Unified Superintendent Alberto M. Carvalho announced today that after consultation with health experts and its medical director, the District will make a recommendation to align with the state of California’s student requirement for COVID-19 vaccinations delaying the effective date to no sooner than July 1, 2023. The vaccination requirement for Los Angeles Unified employees remains in place, and all employees who are assigned to schools are vaccinated. READ MORE

LOS ANGELES UNIFIED JOINS THE ‘LA FOR ALL’ CAMPAIGN

LOS ANGELES (March 23, 2022) - The Los Angeles Unified School District joins the City of Los Angeles to take a stand against hate with the LA For All campaign, a multilingual public service announcement campaign that shares tools for reporting hate, as well as amplifies messages of inclusion and belonging. The campaign, led by the city’s Civil + Human Rights and Equity Department, also known as LA Civil Rights, is launching at 70 schools across the District with banners in English, Spanish, Korean and Chinese.

Los Angeles Unified to Require All Students 12 and Older to be Vaccinated Against COVID-19 by January 10, 2022

LOS ANGELES (September 9, 2021) – As part of the Los Angeles Unified School District’s efforts to provide the safest possible environment in which to learn and work, all students 12 years old and older will be required to be fully vaccinated against COVID-19 by January 10, 2022, unless they have a medical or other exemption.

A proof of vaccination must be uploaded into the Los Angeles Unified’s Daily Pass system.

LOS ANGELES — As hundreds of thousands of kids return to class in the nation’s second-largest school district, they’re participating in what amounts to a massive public health experiment unfolding in real time: Every single student, teacher and administrator in the Los Angeles public schools must get tested for the coronavirus every single week — indefinitely.

Even the fully vaccinated are required to get tested. Those who test positive stay home for at least 10 days. And those who decline to get tested can’t come at all.

Along with multiple other protocols the Los Angeles Unified School District is implementing — including masking for all and mandatory vaccines for teachers and staff — it amounts to by far the most aggressive anti-coronavirus campaign undertaken or announced by a major school district in the United States. And it comes as classrooms nationwide struggle to return to in-person learning amid the delta variant surge, with some governors trying to block mask mandates even as outbreaks have shut down schools or delayed planned re-openings in Florida, Texas, Iowa and elsewhere.

LOS ANGELES (August 5, 2021) – Los Angeles Unified today announced a new talk show “At the Table with Los Angeles Unified,” hosted by Interim Superintendent Megan K. Reilly. As Los Angeles Unified prepares to welcome students back to school on August 16, the show will provide parents and students with the information necessary about returning to in-person learning. Each 30-minute episode will feature segments with experts discussing questions families have with Interim Superintendent Reilly in a robust roundtable discussion setting. The first episode will air tonight at 6 p.m. on KLCS-TV and stream on lausd.net. It will rebroadcast on KLCS-TV on Sunday, August 8 at 7 a.m. and Friday, August 13 at 6 p.m.

LOS ANGELES (June 16, 2021) – Los Angeles Unified today announced the launch of a campaign called Permission Slip, with support from social-media influencers such as Kison Kee, Parker Pannell, and Xolo Maridueña to bolster school efforts to provide COVID-19 vaccinations to students ages 12 and older. Maridueña, best known for his portrayal of Miguel Diaz in the Netflix TV series Cobra Kai, and the other influencers will participate through viral video content across all major social media platforms as well as produced campaign advertisements.

LOS ANGELES (April 27, 2021) – Superintendent Austin Beutner announced today that playgrounds will reopen beginning Monday, May 3^rd, at all Los Angeles Unified elementary schools and early education centers.

Los Angeles Unified custodial staff will use electrostatic misters and approved disinfectant to regularly sanitize the playground equipment – the same procedure used to clean other frequently touched surfaces in schools. Only one cohort of students will be allowed to use the playground at any time, and students will be directed to wash their hands before and after using the equipment.

“Smiles all around,” Superintendent Beutner said. “The road to recovery includes the opportunity for youngsters to exercise and play outdoors in a way that is safe and appropriate. This is all part of our commitment to create the safest possible school environment.”

A school-based health system like this may also be the best way to provide a COVID-19 vaccine to children and families throughout the communities we serve. News Release: Superintendent Austin Beutner Announces $1 Million Effort to Help Students Experiencing Homelessness and Students Who Are Part of the Foster Care System

LOS ANGELES – (October 27, 2020) – Superintendent Austin Beutner announced today a new effort to help students experiencing homelessness and students who are part of the foster care system. Los Angeles Unified will be investing $1 million to provide a supervised place to study, access to childcare and one-on-one tutoring, additional instructional materials and other much-needed supports for students. Packages with surge outlets, noise-canceling headphones, school supplies and additional items, including personal protective equipment, will be provided to help children and their families.

LOS ANGELES – OCTOBER 16, 2020 – Los Angeles Unified today announced that Health Net, which is helping the district in its nation-leading COVID-19 testing and community engagement program, will be offering free vaccinations for the seasonal flu to students and their family members at various schools across the district.
