  • Online Proposition 39 Facilities Request Portal for the 2026-27 School Year

The Online Facilities Request Form for the 2026-27 school year will be available on the District’s online facilities request portal (https://mo.laschools.org/applications/mo/prop39-online-facilities-request/) starting October 1, 2025.

Completed Online Facilities Request Forms, including all supporting documentation, must be submitted via the District’s online facilities request portal on or before November 1, 2025.

Please note:  Samples of supporting documentation (Meaningfully Interested Student Form and Intent to Re/enroll Form), which have been updated for the 2026-27 school year, are available now via the links below.  Please use the updated versions of these documents instead of those intended for prior school years.

ATTENTION:  Any user seeking to access the District’s online facilities request portal and complete/submit an Online Facilities Request Form on behalf of a charter school for the 2026-27 school year must first register for an “laschools.org” account and enroll in multi-factor authentication (MFA).  Any user who previously registered for an laschools.org account and enrolled in MFA to submit a facilities request on behalf of a charter school within the past two years may skip this step and login with the same username/password credentials.  New/different users may reference the “FSD Website Registration and Login Instructions” for assistance in registering for a new laschools.org account, and the “Online Facilities Request Process Guide” for detailed instructions on requesting access and completing the facilities request process via the links below.

Please also note that for security purposes, passwords on all registered accounts are automatically set to expire every three months.  Users will receive a message notifying them that it is time to update their password when they attempt to login beyond the valid password date.

The link to reset the password is available from the login page:

NOTE:  The District is not responsible for any difficulties users may have in navigating the District’s online facilities request portal or submitting an Online Facilities Request Form.  It is strongly suggested that users ensure they are registered for an laschools.org account well in advance of the facilities request submission deadline.  District staff will not be available after 5:00 p.m. on October 31, 2025 to address questions or technical concerns.  A charter school’s facilities request is considered submitted only if the user has clicked the “Submit Online Facilities Request Form” button.  Upon submission, a confirmation message will appear on the webpage and the user will receive an email confirming the charter school’s submission.  Each facilities request and all attached supporting documentation will be reviewed to determine whether all requirements of California Education Code section 47614 and its implementing regulations have been satisfied.

Each LAUSD authorized charter school submitting a Prop. 39 facilities request should be aware that, consistent with applicable legal and District policy requirements, a material revision (including a Community Impact Assessment) to its operative charter may be required as a result of, among other things, a request for facilities at any location/address outside the community and/or at one or more additional sites not approved in its operative charter. (See Ed. Code, §§ 47605 and 47607; LAUSD Policy and Procedures for Charter Schools, pg. 41.) Please note a charter school may not establish one or more additional sites, or move operations outside of the community, until a material revision has been granted.

    Facilities Request Workshops

The Charter Schools Division is offering optional virtual Prop. 39 Facilities Request Workshops during the month of October for charter schools interested in submitting a Prop. 39 facilities request for the 2026-27 school year.  The purpose of the Workshops is to provide background information to charter school staff on completing and submitting an Online Facilities Request Form.  The format of each Workshop will be a presentation on the Prop. 39 facilities request process, including a walk-through of the District’s facilities request portal and the Online Facilities Request Form.  Participation is limited to charter school employees only.  Although attendance is not required, charter schools are strongly encouraged to attend the Workshops.

These Workshops will take place via Zoom. A meeting invitation with a Zoom link will be provided on October 1, 2025 to those who register for any Workshop date(s) listed below. Upon registration, please calendar your selected Workshop date(s) to avoid any scheduling conflicts. We recommend that you register for an laschools.org account (as described above) in advance of attending the Workshops.
