The FY 2023-24 E-Cast Enrollment Forecast and Norm Staffing Projection are now available on the School Fiscal Services Website. Schools can view their general education norm staffing allocation for FY 2023-24 here: https://bit.ly/FY2024ECastEnrollmentandStaffingProjection
Below are the steps and the timeline for the implementation of E-CAST teacher approvals.
- If principals believe their norm day enrollment and staffing will be higher than the projection, they can submit a teacher staffing appeal via an offline E-CAST Appeal Process from January 18 through January 30, 2023, using this link https://bit.ly/E-CastAppealForm
- Budget Services will collect the submissions and share them with the Regional Superintendents. Regional Superintendents or their designees will review the staffing appeals from January 31 through February 3, 2023. Schools will receive the final determination of their E-cast appeals from their Community of Schools Administrators or Administrator of Operations.
- The Fiscal Services Manager will submit a complete list of E-CAST teacher approvals by region to Budget Services for implementation by February 6, 2023. Once implemented, Budget Services will provide the position numbers to the Fiscal Services Managers and Human Resources Staff.
Please note the following policies for E-Cast appeal approved positions:
- The final teacher allocation will be made based on the 2023-24 actual norm day enrollment count. If Budget Services confirms Norm Day enrollment counts to earn the teacher position, the E-cast appeal position will be converted to a norm-funded position. However, if Budget Services does not confirm the position is earned, and the school does not purchase the position for the remainder of the fiscal year, the teacher will be displaced effective norm day.
- For an E-cast appeal position that is earned on norm day, the position will be changed to norm funding effective July 1; therefore, the funding for the E-cast appeal position will be released back to the region to be used for other special approvals.
If a principal strongly believes their norm day enrollment count will be higher than the E-cast projection, they can use their carryover funds to fund additional teaching positions. If the position is earned on Norm Day, the school will receive a position funded in a norm program and the school can reassign the teacher to the norm position, and redirect their carryover funds for other school site needs.
