Memorandum of Understanding
Below is the Memorandum of Understanding (MOU) option 2 regarding the Provision and Funding of Special Education Services to Charter Schools.
American Reinvestment and Recovery Act (ARRA)
In October 2010, the Division of Special Education shared approximately $3.5MM of American Reinvestment and Recovery Act Funds with the Charter Schools Division (CSD). These are one-time federal funds to support specific services and activities related to the implementation of the individuals with Disabilities in Education Act (IDEA). The ARRA funds must be used in their entirety by September 30, 2011 complying with federal guidelines and mandates.
This page will keep you-up to date on the ARRA projects which include charter-specific, special education professional development and services for students with special needs. Fagen Friedman and Fulfrost
The law firm of Fagen, Friedman and Fulfrost is contracted to host a series of 4 comprehensive trainings for charter school teachers, administrators, and staff designated to teach all aspects of providing quality and compliant special education services to charter school students, each workshop will be presented at a downtown location and at Granada Hills Charter School. Cross and Joftus
Cross and Joftus has been awarded a project to work with 168 charter schools in Los Angeles Unified School District. The primary focus is to examine the extend to which supports and services for special needs students are in place, and whether those services are high quality, effective, and research based. Gaps in services and quality will be addressed by developing and implementing programs to serve a more comprehensive set of students with disabilities, including those students with more extensive needs. The scope of this work requires the collaborative identification of needs and the design of creative service models that meet legal requirements. Cross and Joftus is delivering the majority of services to the charter schools. The Charter Schools Division is working diligently to provide additional services and professional development to our charter schools with the remaining ARRA funds not covered in their project.
The additional projects include:
- Non-violent and crisis intervention training (a train the trainer model)
- Medical/Medicare billing
- Special Education Finances and Governance Series
- Curriculum and Assessment purchases
