Access and Opportunity for All: Analyzing Enrollment Patterns to Support School Integration Efforts (Res 002-19/20)
This Board Resolution states that the Governing Board of the Los Angeles Unified School District commits to ensuring that all students have equitable access to high-quality educational programs, including District choice programs; and that particular focus be given to students who have been historically underserved, including low-income students, students of color, students with disabilities, homeless youth, foster youth, and all typologies of English learners (including Standard English Learners, newly arrived English Learners, Dual Language Learners, long term English Learners, and dually classified students).
Equitable Enrollment Stakeholder Group (April 2021 - June 2021)
Based on the recommended actions from the Collaborative Group, this Equitable Enrollment Stakeholder Group consists of broad stakeholder representation including students, parents, teachers, school staff, district staff, researchers and representatives from community organizations. This group will examine district data on student enrollment in schools and programs and develop operational definitions of equity and targets for district schools and programs.
Equitable Enrollment Stakeholder Kickoff Meeting 1 (Wednesday, April 14)
In this meeting, participants reviewed the prior work of the Collaborative Group and explore district-wide data on the diverse students served across Los Angeles Unified. Breakout rooms discussed initial reactions/observations about these data and began to discuss how these data connected to equity and access.
Equitable Enrollment Stakeholder Meeting 2 (Wednesday, April 28)
In this meeting, participants reviewed information about student integration programs and the district Magnet program. Breakout rooms were opportunities for participants to discuss how equitable enrollment might look in these programs.
Equitable Enrollment Stakeholder Meeting 3 (Wednesday, May 12)
The Multilingual, Multicultural Education Department and the Division of Special Education shared about our English learners and students with disabilities served in our district schools and programs.
Equitable Enrollment Stakeholder Meeting 4 (Wednesday, May 26)
The Gifted and Talented Education team and the Charter Schools Division shared about district choice options.
Equitable Enrollment Stakeholder Meeting 5 (Wednesday, June 9)
Participants began developing recommendations for targets.
Equitable Enrollment Stakeholder Meeting 6 (Wednesday, June 23)
Participants provided final feedback on the recommendations for targets.
Collaborative Group (June 2020 - November 2020)
The Collaborative Group is composed of experts in the field of school desegregation, Los Angeles City Council members, Mayors from unincorporated cities, and the Los Angeles County Board of Supervisors. This Group is to have a frank discussion on segregation in Los Angeles, inform Angelenos of the issues of segregation and gentrification, the impact of poverty and segregation, to analyze the available data and recommend additional elements to be collected, and report back to the Board with findings and proposals to ensure greater equity in enrollment in both neighborhood schools and schools or programs of choice for students in all parts of the District.
