The California Department of Education (CDE) must identify schools for improvement efforts in an accountability model that is based on continuous improvement. CDE determines school identifications based on the California School Dashboard (visit caschooldashboard.org). Schools can be identified for Comprehensive Support and Improvement (CSI), Additional Targeted Support and Improvement (ATSI) and Targeted Support and Improvement.

Comprehensive Support and Improvement (CSI)
CSI identification is based on either low graduation rates or schoolwide performance across multiple indicators on the California School Dashboard. For more information, review this summary from CDE: ESSA Assistance - CA School Dashboard (CA Dept of Education)
Once identified as CSI, schools must complete the following mandates:
- Write a plan with stakeholders that:
- is informed by all indicators
- is based on the findings of a comprehensive needs assessment
- identifies resource inequities
- includes evidence-based interventions
- Implement the plan
The School Plan for Student Achievement (SPSA) includes the above plan requirements and describes the use of additional funds from the State to support CSI schools. The plan will be approved and monitored by the school, the district and the State.
Additional Targeted Support and Improvement (ATSI) and Targeted Support and Improvement (TSI)
ATSI and TSI identification is based on student group performance across multiple indicators on the California School Dashboard. For more information, review this summary from CDE: ESSA Assistance - CA School Dashboard (CA Dept of Education)
Once identified as ATSI or TSI, schools must complete the following mandates:
- Write a plan with stakeholders that:
- is informed by all indicators
- is based on the findings of a comprehensive needs assessment
- identifies resource inequities
- includes evidence-based interventions
- Implement the plan
The School Plan for Student Achievement (SPSA) includes the above plan requirements. For ATSI and TSI schools, the plan is approved by the school and district and monitored by the district.
Exiting School Identifications
Each year, the California Department of Education reviews school data on the California School Dashboard to determine if CSI or ATSI schools meets exit criteria. The exit criteria are described below, though more information and examples are available here: ESSA Assistance - CA School Dashboard (CA Dept of Education)
CSI Low Graduation Exit Criteria: CSI Low Graduation schools continue in the status until they meet the exit criteria by having a three-year average graduation rate is 68% or above (for the most recent three years).
CSI Low-Performing Exit Criteria: CSI Low-Performing schools will continue in CSI unless they must meet both of the following criteria: 1) The school does not meet any of the CSI Low-Performing eligibility criteria for entry and 2) On the most recent Dashboard, the school shows improvement in Change on at least one state indicator that was red the prior year.
ATSI Exit Criteria: ATSI schools will continue in ATSI unless they meet both of the following criteria: 1) The school does not meet any of the ATSI eligibility criteria for any student group and 2) on the most recent Dashboard, the school shows improvement in Change on at least one state indicator that was red the prior year for each of the identified student groups.
TSI Exit Criteria: TSI schools will not continue in TSI if they no longer meet the entry criteria.
Schools can exit one category and simultaneously be identified for another category if they meet eligibility criteria. A link to the list of schools in LAUSD that met exit criteria (i.e., are no longer identified for improvement) and/or changed status is below.
